With reference to your letter of the 6th instant and previous correspondence relative to the hardship entailed upon British and German Vessels leading to the discovery of smuggled opium on board such Vessels, I am directed to state for the information of the Chamber that the Government proposes to deal with the matter by making the concealment of opium on board a ship a penal offence.

The draft of a Bill to the above effect will be prepared and submitted to the Chamber in due course.
